Since 1960, housing built by the Housing and Development Board has become part of the Singapore scene. As a consequence of the Home Ownership Scheme, 81% of all HDB flat dwellers own the units in which they live. The flats are sold at affordable prices, make possible by government subsidies.
HDB housing, for all intents and purposes, is public housing. However, as it evolves from a basic necessity to a source of wealth for its owner, questions have been raised about the true meaning of private ownership of public housing in view of the 99-year leases on public housing and the restrictions on such ownership and its transfer. This book examines the rights of the owners of such housing, and the question of whether it is appropriate to refer to the rights of the HDB flat dwellers as ownership. It traces in detail and chronologically, many of the major pieces of legislation introduced in support of the development of public housing estates and their management in Singapore. This book would be of particular interest to researchers of urban housing and its legal framework.
